Founded on June 1, 2015, by Alberto Hernandez, Technical Engineering Construction Services (TECS) brings over 24 years of experience in construction materials testing (CMT) and inspections. Alberto's background spans roles as a Field Technician, CMT Project Manager, and in Business Administration, providing a strong foundation for TECS’s commitment to quality and reliability. 

Our Expertise

TECS specializes in supplying technically qualified construction-phase personnel for projects throughout the District of Columbia, Maryland, and Virginia. We support contractors, developers, and engineers with skilled professionals who ensure compliance with project specifications and industry standards.

Certified, In-House Trained Technicians

All TECS technicians undergo in-house training and hold certifications from the Washington Area Council of Engineering Laboratories (WACEL). Our team is certified in:

  • Concrete Level I

  • Reinforced Concrete

  • Structural Concrete

  • Masonry

  • Concrete Laboratory Technician

  • Soils Level I

  • Foundations

VDOT (Virginia Department of Transportation)

ACI (American Concrete Institute)
